Provision of Home to School Transport: Terms and Conditions
By completing the payment and bus pass application process, you confirm acceptance of these terms and conditions. Please ensure that you have read them carefully and direct any questions or concerns to Passenger Travel Solutions Ltd before making a booking.
General Terms
These terms apply to all parents, carers, legally responsible persons, and students using the school transport service. The service is operated by Passenger Travel Solutions Ltd, a part of Roberts Travel Group Ltd, and not by the school itself. The service is available to students attending either their catchment school or a school of choice. Applications are processed on a first-come, first-served basis.
By using the service, you enter into an agreement with Passenger Travel Solutions Ltd under the terms laid out in this document, which includes the Code of Conduct and any amendments issued over time. This agreement forms a legally binding contract and does not affect your statutory rights.
Parental Responsibility
If you are applying on behalf of a student, you confirm that you have the authority to do so and accept responsibility for ensuring that the student understands and complies with these terms and the Code of Conduct. This includes ensuring safe arrival and collection at designated bus stops and supporting appropriate behaviour while using the service.
Parents are responsible for making satisfactory and safe arrangements for delivery and collection of their child to and from the pickup and set down points, such as they would if the pupil were travelling by public transport. A young child must be accompanied to the pickup point and seen onto the bus by an adult or where appropriate by an older pupil or sibling and similar arrangements must apply at the end of the journey.
The Bus Service and Access
While every effort is made to provide the advertised service, routes and timetables are subject to change for operational reasons. If the service must be discontinued, we will issue a refund calculated on a pro-rata basis, as appropriate. In certain situations, such as road closures due to weather or emergency works, alternative pick-up points may be offered, and no additional services or refunds will be provided in such instances.
Payment Terms
School transport is calculated as an annual commitment from August to July. Parents are required to pay in full or via an agreed instalment plan. Once the first payment is made, the full annual fee becomes payable, even where the payment is made in instalments. These instalments do not reflect specific periods of use but represent contributions towards the total cost.
Late or missed payments may result in a reinstatement charge of £5.00. If payments are more than one calendar month overdue, the transport pass will be cancelled. Reinstatement is at our discretion and may incur further charges. Persistent non-payment may require full advance payment for future transport services.
Please note the transport charge is calculated on an annual basis and there will be no reduction for any periods where transport is not required e.g., exam leave or sickness, or for any occasions when due to unforeseen circumstances, transport is not available e.g., snow days, vehicle breakdowns / lateness/ enforced school closures due to a lockdown / early finishes/ school closure.
Instalment Plan Charge
There is an additional charge to cover the cost of managing the administration of the instalment plans we offer. This fee is included in the instalment payment amounts shown on our website.
Mid-Term Applications
If a travel pass application is submitted partway through an academic term, a £40 administration fee will be applied. This charge covers the additional processing, scheduling, and administrative costs associated with changes made outside of the standard application periods. The fee is non-refundable and applies to all new, replacement, or reinstated travel pass applications made after the start of a term, regardless of the reason for the request.
Bus Passes and Replacement Policy
We operate a Driver App system that enables temporary travel in certain circumstances. If a valid bus pass is lost, forgotten, or not yet issued, your child may be permitted to travel for a short period by providing their full name to the driver, who will verify this through the system. This facility is intended for short-term use only, and a valid bus pass must be obtained or replaced as soon as possible to continue using school transport services.
Should a pass be lost or damaged, the parent/guardian will be required to purchase a replacement pass through our website at a charge of £10. It is important that lost or damaged passes are replaced immediately as we have a NO PASS NO TRAVEL policy.
Any student who loses a pass during the school day will still be eligible to travel home in the afternoon. Drivers are issued with a passenger list of eligible students who can travel on that particular route. This will only be allowed on the return journey home.
Ad-Hoc Accompanied Travel
Occasionally, a student not using one of our services may request to travel for a specific reason (perhaps to collaborate on homework or simply to travel home with a friend on the odd occasion). Permission must be obtained from Passenger Travel Solutions Ltd in advance and will be required to pay to use the service prior to using the service. If the student already uses another of our services, no additional charge will apply, but permission is still required.
Cancellations and Refunds
Cancellations are only considered under exceptional circumstances, such as a change of school, relocation outside the service area, or long-term medical issues preventing attendance. Requests must be made in writing and supported by appropriate documentation, and we do require 8 weeks’ notice to give other students an opportunity to apply.
The last working day to accept cancellations is Friday 29th January 2027, with the last day of travel being 26th March 2027. Any refund is made at our sole discretion, and on a pro-rata basis. All seats are non-transferable.
Behaviour and Code of Conduct
By using the service, all students agree to follow the Code of Conduct. Inappropriate behaviour, such as bullying, vandalism, or non-compliance with safety rules, may result in temporary or permanent removal from the service. In serious or repeated cases, parents will be contacted and held responsible for any damage caused, and transport will be withheld until repair costs are paid.
If three complaints are received about the same child, the coach operator can and will refuse to allow the child to continue using the service and no refunds will be made.
Supervision and Driver Authority
Drivers are not responsible for ensuring students board or alight at the correct stops, nor for contacting parents if a student misses their bus. The driver has full discretion to refuse travel to any student whose behaviour poses a risk to safety or causes disruption.
Changes and Disruptions to Service
Passenger Travel Solutions Ltd reserves the right to amend, suspend or withdraw services due to unforeseen circumstances including weather, road conditions, or operational needs. We will provide as much notice as reasonably possible. Refunds are not issued for short-term service interruptions of up to five school days.
Where a service is withdrawn either before or during the academic year due to lack of viability, we will provide at least 8 weeks' notice and issue applicable refunds for unused travel.
Personal Data and CCTV
By applying for transport, you consent to the use of CCTV on our vehicles for safety and monitoring purposes. Images may be shared with schools, law enforcement, or other relevant authorities as necessary. Your personal data will be retained securely and used in accordance with applicable data protection laws.
You must notify Passenger Travel Solutions Ltd in writing of any changes of your name, address and telephone number, e-mail address, banking details or changes of card (i.e., a replacement). When purchasing a pass from us, we require you to provide us with the personal information requested, including but not limited to your name, contact details and other information.
Lost Property and Carriage of Items
Items left on vehicles should be reported to the driver. We reserve the right to charge for returning lost property and may dispose of unclaimed or perishable items after a defined period. Dangerous or suspicious items may be destroyed immediately.
Passengers are responsible for their personal belongings. We are not liable for lost or damaged items unless caused by our negligence, in which case compensation is limited to £300 per passenger per year.
Liability
We accept no responsibility for delays, cancellations, or disruptions due to circumstances beyond our control. This includes but is not limited to inclement weather, road closures, industrial action, or other force majeure events. We do not accept liability for consequential loss or alternative travel costs unless specified.
Responsibilities of Passenger Travel Solutions Ltd
Parents agree that the coach driver is not expected to
1 - check that every pupil has boarded the bus that is entitled to do so
2 - ensure that a pupil has alighted from the bus at the correct stop
3 - see that the pupil has been met by a parent, carer or reasonable adult
4 - contact parents or make alternative arrangements for a pupil who misses the bus, alights at the wrong stop, or is not met at the stop
Feedback and Complaints
Any concerns or complaints regarding the bus service should be directed in writing to Passenger Travel Solutions Ltd. If the matter also has implications for the school (e.g., disciplinary issues), the school should be informed as well.
